I would like to note that representatives of the Association of PRRO Operators tried to emphasize the importance of resolving technical problems during a meeting with the Deputy Ministers of Finance on February 8. However, representatives of the Ministry of Finance did not have time to listen to the report on the indicated problems.
Currently, businesses fear the start of a “witch hunt.” Entrepreneurs still special database remember the tax reforms of past political generations and are worried about the return of the days of total inspections and unaffordable fines.
At one time, the Chairman of the Tax Committee, Danylo Hetmantsev, already outlined the direction for control bodies in this matter: “your task is to ensure transparent legal tax control over the use of PRO, and not over the sequence of letters in the name of the entrepreneur on the check or the perfect integrity of the valid excise stamp on the bottle in the restaurant.”
How to ensure the implementation of such a task? Obviously, the only way is to build a system based on a risk-based model. Obviously, it is impossible to check every entrepreneur, so the system can determine the risk level of individual entities based on the SOD of the RRO. Artificial intelligence can be used to build such a model.
A risk-based inspection model will ensure stable work for "white" entrepreneurs and focus attention on those who may potentially commit violations.
How to ensure high-quality development for the PRRO and the fiscalization system in general?
Currently, we understand that the only way to make fiscalization popular among all entrepreneurs is to simplify the processes associated with it as much as possible. I would like to note that during the meeting at the Ministry of Finance, we were told that the main thing is for the accounting equipment to perform its function.
